Frankston Council Insights

Originally a completely separate town and beach side getaway, Frankston has now been subsumed as part of Greater Melbourne and trades off its beach side vibe and general amenity which makes it a fantastic area to live. The train from Melbourne came to Frankston in 1882 and it soon became a favourite holiday destination for Melburnians.

Frankston Council hugs the beach along Port Phillip Bay and extends across to the Western Port Highway. To the north it has boundaries with Kingston and Greater Dandenong Councils.

Suburbs within the council that are serviced by Supa Group include Seaford, Frankston and Frankston South. We also service Mount Eliza and Mornington which are located within the Mornington Peninsula Shire, which is to the south of the municipality.

While there are examples of very early styles of housing in Frankston, the majority of the suburb consists of post war austerity style homes on large allotments, being a mix of weatherboard and brick.

Fun Fact: A highlight of Bicycle Networks annual “Around the Bay in a Day” is the ride up Oliver’s Hill. Not quite the Alpe d’Huez but a challenge for unfit office workers nonetheless! According to the Frankston Historical Society Oliver’s Hill was named after James Oliver, a local fisherman who lived there in 1846 and used the hill as a lookout for fish in the waters below. Either there were a lot of fish or he had terrific eyesight.

Council fees for all permits and approvals depend on the size and complexity of the construction project you are undertaking. Building Services Fee Schedule 2021-2022 outlines the varying costs incurred. These costs are included in your fixed price contract.

Do I need to get a planning permit as well?

If you want to build outside of the ResCode development standards this will most likely trigger the requirement for a planning application. There may also be other triggers specific to your property, such as a heritage overlay that means the council need to be informed and give permission to any proposed works.

The Frankston City Council’s planning permit process guidelines outline all of the necessary, detailed steps involved in this application. All planning approvals must be finalised before your building permit from the private building surveyor can be issued.
